The conference opened with recitation from the Holy Quran, followed by the Iraqi national anthem and the recitation of Surah Al-Fatiha in memory of Iraq’s martyrs, before the opening remarks by Prof. Dr. Munir Al-Saadi, President of the Baghdad Dialogue Conference and University of Baghdad, and Mr. Abbas Radi Al-Amiri, Executive Director of the Conference and Director of the Iraqi Dialogue Institute.

The conference proceedings were divided into four discussion sessions with 16 researchers:

  • Session 1: “The Effective State: Foundational Challenges and Procedural Methods”, chaired by Dr. Amer Hassan Fayyad.
  • Session 2: “Towards Effective Regional Performance: Opportunities and Constraints”, chaired by Dr. Suhad Ismail.
  • Session 3: “Iraq as a Regional Actor within Security and Strategic Frameworks”, chaired by Dr. Khalid Abdul Ilah.
